I would bid 3NT. I don’t play 3S shows a spade stopper here anyway: it’s a punt. So I just bid 3NT. Raising to 4H is plausible but if 4H is right, there is a good chance partner can bid it.

I would bid 3S. Among other things, I think partner is more likely to bid 4H over 3S than over 3N.
