The false preference of 2 allows partner to come again with a good hand. This certainly seems like the minimum, given the conditions. Was it enough?
Not close for me. I think Pass is clear opposite any hand that can’t muster up a jump shift, which brings up the idea that perhaps the focus of the problem should be on partner’s hand. Yes, it’s “only” 12 points, but it’s a four-loser hand, and the simple 2C rebid buries the playing strength AND the extra heart length.
Still, even opposite this duke, the 5C game was less than 50 percent, as bad breaks in clubs and/or hearts could scuttle the game even when the club king is onside.

I agree with the pass. Since I only have two hearts and it appears that there isn’t enough strength to get to game, i’m satisfied with the club fit. After the bidding, it’s a finger-pointer for the opener, but nothing new or exciting was described by his/her 2C bid.
